A county enclave built along the old Rock Island line
The Rock Island main line reached here in 1888 and the Rocky Mountain Rocket served it from 1939 to 1966. The census-designated place, first defined in 1980, is an enclave of the City of Colorado Springs governed by El Paso County. The ACS 2024 5-year count is 19,817 residents in 7,503 occupied homes. The median year built is 1989 and 60.7% of units went up between 1970 and 1999, the highest 1970s–90s share of any place in our service area; 67.9% are owner-occupied and 32.1% are rentals.
Elevation is 6,447 feet and the CDP covers 5.9 square miles north of Peterson Space Force Base. To the east, the Stetson Hills ZIP codes 80922 and 80923 are a generation newer, with 2002 and 2006 medians.
Hail on two sides and county drainage rules
The July 28, 2016 storm, with $352.8 million in losses from 84,500 insurance claims (RMIIA) and 34,000 re-roof permits in El Paso County that year, had its named hard-hit area “northeast of Powers and Stetson Hills boulevards” and at “Dublin and Powers,” immediately north of Cimarron Hills, while the Colorado Springs Airport, where runways and skylights were damaged, borders it to the south. Reporting does not name Cimarron Hills itself. June 2023 added a second surge: over 17,000 re-roof permits, up 179% on 2022.
Rain and snow follow the Colorado Springs airport normals (NOAA 1991–2020): 15.91 inches a year, about two-thirds of it May through August, 32.5 inches of snow and 159.7 freezing nights. Because Cimarron Hills is county, not city, the Colorado Springs Stormwater Enterprise fee ($8.00 per month residential, 2023 rate) is a city matter and county drainage rules apply.
What Cimarron Hills homes usually need
- Replacing sectional gutters. Roofs here have often been replaced twice while 1980s gutters stayed. Gutter replacement in seamless aluminum typically runs $4–$13 per linear foot, plus about $100 and $1.30–$2.40 per foot for removal.
- Repair and resealing. Gutter repair typically runs $194–$643; resealing a seam from about $100.
- Downspouts and grading. The Colorado Geological Survey recommends discharge at least 5 feet from the foundation. See downspouts and foundation drainage.
- Rental properties. Nearly a third of homes are rentals; Colorado’s warranty of habitability (CRS 38-12-503 and 505) covers weather protection of the roof and exterior walls. Check the current statute or ask a tenant-rights attorney; this is general information, not legal advice.
Typical ranges from HomeAdvisor (2026), Fixr (2025) and a Colorado Springs cost directory (2025) — estimates, not quotes; see the cost guide.
Ask every company for proof of liability insurance and workers’ comp, an itemized written quote (material, gauge, width, hanger spacing, downspout count) and warranty terms in writing. If gutters are part of a re-roof, ask for the contractor’s PPRBD D-1 roofing license number and permit.
Cimarron Hills gutter questions
Was Cimarron Hills hit by the July 28, 2016 hailstorm?
The Gazette’s follow-up coverage named the hard-hit area northeast of Powers and Stetson Hills boulevards and at Dublin and Powers, just north of the CDP, and the Colorado Springs Airport on its south side reported runway and skylight damage. Cimarron Hills itself is not named in that reporting, so we can say only that the storm’s documented core surrounded it. If your gutters predate 2016, have them inspected.
Who handles permits and drainage complaints in Cimarron Hills?
Cimarron Hills is unincorporated El Paso County, an enclave of Colorado Springs, so building matters go to the Pikes Peak Regional Building Department and drainage questions to El Paso County Public Works (719-520-6460), not the city. PPRBD has no gutter license class and gutters do not appear in its permit lists, so stand-alone gutter work generally needs no permit; confirm with PPRBD for your project.
Should I replace 1980s gutters or just reseal them?
A single leaking seam or a pulled hanger is a repair, typically $194–$643, with resealing from about $100 (HomeAdvisor 2026, Fixr 2025; estimates, not quotes). Gutters with many seams, hail dimpling along the front lip, or sag between hangers usually cost more to chase than to replace with seamless aluminum. Ask for an itemized quote either way: material, gauge, width, hanger spacing and downspout count.
