Replace or repair? How to tell
Most gutter problems are local: one leaking corner, one sagging stretch, one loose downspout. Those are repairs. Replacement makes sense when the problems are everywhere at once.
- Seams that leak again after resealing. Sectional gutters joined every ten feet eventually fail at too many joints to chase.
- Sag between hangers along most of a run, usually from old spike-and-ferrule hangers working loose, or from ice and snow load.
- Hail dents deep enough to hold water, or crushed sections from a ladder or sliding snow.
- Gutters pulling away from the fascia, which often means the fascia board behind them is soft.
- Undersized gutters that overflow in every July storm even when clean; upsizing to 6-inch is a replacement job.
The city’s median home was built in 1986 and 47.2 percent of units date from 1970–1999 (ACS 2024 5-year), so many homes in Rockrimmon, Briargate and Cimarron Hills carry gutters that have been through every hail season since.
Hail and gutter replacement in the Pikes Peak region
Hail is the usual reason a whole set of gutters is replaced at once here. The dated record:
- July 28, 2016: tennis-ball to near-baseball hail over the east side; $352.8 million in insured losses from 84,500 claims (RMIIA), and just over 34,000 re-roof permits issued in El Paso County that year.
- June 13, 2018: a pre-dawn storm dropped baseball to 3-inch hail on Fountain, Security-Widefield and southern Colorado Springs; $169 million from about 26,000 claims.
- August 6, 2018: 3- to 4-inch stones over the Cheyenne Mountain Zoo and southwest Colorado Springs; RMIIA put insured damage at $172.8 million.
- June 2023: the wettest June on record for El Paso County and the city, with golf-ball hail and flash flooding on June 21; PPRBD issued more than 17,000 re-roof permits in 2023, a 179 percent increase over 2022.
After a storm like these, gutters are usually assessed alongside the roof. Dents on the front face are cosmetic until they are deep enough to pond water or crack the finish; dents at hangers and corners, and runs knocked out of pitch, are functional damage. Ask your insurer what your policy covers, and have the gutter company photograph the damage run by run before anything comes down.
Colorado’s roofing law, stated as information. SB12-038 (CRS 6-22-101 to -105) requires a roofing contractor doing insurance-funded work to give you a written contract, lets you cancel that contract within 72 hours after the insurer denies the claim in whole or part, and bans roofing contractors from paying, waiving or rebating any part of an insurance deductible. The law covers roofing contractors and “roofing work”; gutters are not named in it. This is general information, not legal advice; see our roofing law explainer.
Replacing gutters as part of a re-roof: PPRBD rules
Colorado has no state contractor license for gutters. The Pikes Peak Regional Building Department (PPRBD), which serves Colorado Springs, unincorporated El Paso County, Fountain, Manitou Springs, Monument, Palmer Lake, Green Mountain Falls, Calhan and Woodland Park, licenses only work that requires a permit, has no gutter license class, and gutters do not appear in its permit lists. Stand-alone gutter replacement therefore generally needs no PPRBD permit or license; confirm with PPRBD for your project.
When gutters are part of a re-roof, the roofing rules govern:
Permit over 100 square feet
Any roof repair or replacement over 100 square feet requires a PPRBD permit, whether a contractor or the homeowner does the work (2023 PPRBC Section 105.2.1, Item 14).
D-1 roofing contractor
Contracting for a re-roof requires a PPRBD license, which for roofers is the D-1 single-trade class, unless the owner lives in the home and does the work personally. Ask for the D-1 license number and the permit number, and check them with PPRBD.
Drip edge and, above 7,000 feet, an ice barrier
PPRBD’s re-roof guidelines call for drip edge at eaves and rakes and, for properties above 7,000 feet, an ice barrier from the eave edge to at least 24 inches inside the exterior wall line. Gutters are hung after the drip edge goes on, which is why doing both at once makes sense above 7,000 feet in Monument, Black Forest and Woodland Park. See heat tape and ice dams.
Whatever the scope, ask for the manufacturer’s and installer’s warranties in writing, along with proof of liability insurance and workers’ comp. The permit explainer has more.

| Whole home, about 200 ft of aluminum | roughly $1,200–$4,200 depending on source and site |
| Downspouts | about $190 each installed (12 ft painted aluminum); $7–$14 per ft |
Typical ranges from HomeAdvisor (2026), Fixr (2025) and a Colorado Springs cost directory (2025) — estimates, not quotes.
Replacement runs a little above new installation because of the tear-off, and fascia repair found under old gutters is the common add-on. A written quote should separate removal, gutters by the foot with width and gauge, downspouts by count, fascia work by the foot, and any upsizing. Compare it against the cost guide; the seamless installation page covers material choices.
Colorado Springs Gutter Installation does not replace gutters. The independent companies you reach through the quote form inspect, quote and do the work.
Gutter replacement FAQ
Are gutters replaced when a roof is replaced?
Not automatically. Gutters hang on the fascia below the shingles, so a roofer can tear off and re-shingle around them, though they are often removed to install drip edge and reinstalled afterward. If the gutters are dented, undersized or near the end of their life, replacing them in the same project saves a second ladder day and lets drip edge and gutter be fitted together. Ask for the gutters as a separate line item.
Can gutters be replaced without replacing the roof?
Yes. Gutter replacement is a stand-alone job for a gutter company: the old runs come down, the fascia is checked and repaired if soft, and new seamless gutters are hung. Colorado has no state gutter license, and stand-alone gutter work generally needs no PPRBD permit; confirm with PPRBD for your project.
Is gutter replacement covered by insurance after hail?
Ask your insurer what your policy covers; it depends on the policy and the damage. As general information, Colorado’s roofing law (CRS 6-22-101 to -105) requires roofing contractors to use a written contract and gives you 72 hours to cancel after a claim is denied. It covers roofing contractors and roofing work; gutters are not named in it. This is general information, not legal advice.
How often do gutters need to be replaced in Colorado Springs?
There is no fixed interval. Aluminum gutters can serve for decades, but hail shortens that: the region took 3-inch stones in 2018 and a record June in 2023, and each event dents and loosens runs. Replace when seams leak after resealing, when runs sag between hangers, when the back of the gutter has pulled away from the fascia, or when dents are deep enough to hold standing water. Otherwise, repair is usually enough.
Does gutter replacement include downspouts, fascia and soffit?
New downspouts are normally included because old ones rarely match new gutters; extensions and splash blocks may be extra. Fascia and soffit are separate: the installer cannot see rot until the old gutter is down, so most quotes carry a per-foot price for fascia board replacement or wrapping. Ask that the quote state what happens if damaged wood is found, so the price does not change mid-job.
